Lonp
Division Director
Pursuant to Title 34, Article 35, Paragraph 3, of the Colorado Revised
Statutes, the Division of Minerals and Geology hereby issues notice that on
August 20, 1993, a technical revision application for a permit to conduct coal
mining operations by Mountain Coal Company, P.0. Box 591, Somerset, Colorado
81434, was deemed complete for the purposes of filing. All reviews and
comment periods as provided in the Act and Regulations promulgated thereunder
initiate from this day of filing.
The applicant proposes to revise underground coal mining operations at the
West Elk Mine. The technical revision is to construct a crushed coal
stacktube and reclaim system. Three ponds, MB-2, MB-3, and MB-6, will be
redesigned and relocated to accomodate the location of the stacktube and coal
pile. Mountain Coal Company currently has water storage rights on MB-2 and
MB-3. Also, access roads in this area will be relocated to provide access to
this area. This area has been previously disturbed by operations at West Elk
Mine.
The permit area of the West Elk Mine is described as follows:
Sections 9, 10, 15, 16, 17, 18, 19, 20, 21, 22, 26, 27, 28,
29, 30 and 34, Township 13 South, Range 90 West of the 6th P.M.,
in Gunnison County.
The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map
of Somerset.
Because the above referenced technical revision application might alter
previously approved permit conditions or mitigation measures, we are
requesting your agency's evaluation of the proposal as it relates to fish and
wildlife considerations, including potential impacts to threatened or
endangered species.
