Lunt; <br />Drvisiun Dvcaor <br />The Colorado Division of Minerals and Geology is currently reviewing a technical revision <br />application for the Meadows No. 1 Mine. The mine is a reclaimed surface coal mine located <br />on John Eilts' Coal View Ghost Ranch (Sections 23, 24, 25, and 26, T6N, R87W). The operator <br />of the mine is Sun Coal Company. Sun Coal Company proposes a change in postmining land <br />use of the reclaimed pit area to commercial. The previously approved land use was rangeland <br />and wildlife habitat. Mr. Eilts Proposes to continue snowmobile tours on the property around <br />the permitted area, and expand the tour area to include the reclaimed mine. <br />We contacted your office in November of 1994, when Sun Coal Company proposed an industrial <br />postmining land use for the facilities area of the mine. At that time, you stated you were aware <br />that there was an active permit for snowmobile tours on the property, as well as ermits for <br />various oil wells. Your office did not have any objection to the land use change for the facilities <br />area since there was an active permit. I have enclosed a copy of the letter stating the opinion <br />of your office. <br />We are requesting that your office consider whether the land use change for the pit area would <br />be objectionable to the Planning Commission. In order to comp)y with regulatory timeframes, <br />we are required to issue a decision on this revision on or before May 16, 1996.
