Notice of the proposed decision will be published in the Rangely Times az soon az possible. The first
publication will initiate the ten (10) day public comment period for the Division's decision.
We have taken into consideration the comments and amended SEDCAD demonstrations in your submittal dated August 15,
2001.
DMG would like to see [he work completed this field season, but our primary concern is that the work be done right, in
compliance with the approved plan. It is very important [hat the channels be constructed in accordance with standard
engineering practices, with an appropriate, properly keyed underlines. Based on the revised permit, it is our understanding
that reclaimed hillslopes will be roughened in accordance with the "very rough" procedures described on amended page V-
43. Mulching will be performed az described for "sleep roughened slopes" on amended page V-42.
DMG would prefer a dormant season seeding immediately following completion of dirtwork, and if the project cannot be
completed az approved in the revision application this fall, it should be delayed until fall, 2002. At the latest, the project
will need to be completed by November 1, 2002.
Documentation must be submitted [o the Division demonstrating that a copy of the approved revision application was sent to the
Office of Surface Mining and the Bureau of Land Management. The material should be sent within 15 days of final approval.
Please refer to the Performance Bond heading on the enclosed proposed decision form. If the amount of Bond Held equals or
exceeds the Revised Liability, you need no[ submit additional bond. However, if the Revised Liability exceeds [he Bond Held,
please submit additional bond or rider to your existing bond that equals or exceeds [he Revised Liability. The revision will no[
be final until the bond is approved by the Division.
If you have any questions, pleaze contact me.
Sincerely,
Dan T.
