Mlned :and
Denver,CO80203 Reclamaflnn ~t•'t~inn
Dear Kent:
RE: Permit Revision No. 3 and Permit Renewal for Trapper Mine,
C-81-0]0 (1993-1997 Permit Term)
215 Centennial Bldg
Mr. Kent Gorham
Colorado Mined Land Reclamation Division „tt d t j~~'!
Enclosed are five copies of Trapper Mine's permit revision 3 and permit renewal application (with original
signatures) for the upcoming five year permit term, 1993-1997. Also enclosed is a copy of the newspaper
notice for the Northwest Colorado Daily Press, a copy of our current liability insurance policy, and a revision
appncation Farm to our existing coal mining and reclamation permit. Our current permit, C-81-010 expires
December 31, 1992. This permit revision does not impact our existing permit boundary. However, it does
include disturbing an additional 1562 acres to add new mine pits and advance existing pits.
• Subtle changes have been made throughout the mining and reclamation permit text (pages enclosed) to
ensure this document is as up-to-date as possible. The following discussion addresses a few of the more
critical issues in our proposed permit revision document.
General Corporate Information
With the recent reorganvation of Colorado-Ute Electric Association in April 1992, several changes were
made to the ownership and Board of Directors of Trapper Mining Inc. Trapper Mining Inc. is a Colorado
Corporation that is wholly owned by the Williams Fork Company, a Colorado corporation. The shares of
the Williams Fork Company are owned by Pot Luck Mining, Inc. (a wholly owned subsidiary of Tri-State
Generation and Transmission, Inc.) (33.7%), the Salt River Project (29%), PacifiCorp (19.3%), and Platte
River Power Authority (18%). Pot Luck Mining has Four representatives on the Board of Directors of the
Williams Fork Company and Trapper Mining Inc.; Salt River Project has three, and PacifiCorp and Platte
River each have two representatives on each board. This permit revision incorporates all these appropriate
changes into our mining and reclamation permit.
Archeological, Historic and Cultural Resources
During our previous permit term, Attachment B of the OSM mining plan approval document No. CO-0013,
addressed two special conditions concerning future impacts to three potential National Register Sites. As
proposed, none of the sites identified in the OSM document will be impacted during our 1993-1997 permit
term. All other sites identified within our permit area have been cleared by the State Historical Preservation
Officer as not engible for the National Register (see Appendix K).
Mining Areas and Dragline Sequence
• During the 1993-1997 permit term mining activity will occur in Ashmore, Browning, Derringer, Flintlock,
Hawken and Ithaca pits. In early 1993, the Baby Doe dragnne, which is currently mining in Ashmore pit
(within the Middle Pyeatt drainage), will open a new boxcut in the north end of East Pyeatt drainage and
P.0. Box 187 Craig, Colorado 81626 (303) 824-4401
