Long <br />Re: Lorencito Canyon Mine (Permit No. C-1996-084) <br />Division Dvector <br />Permit Revision Application No. 1 (PR-1), Mine Plan Revision <br />Dear Mr. Carlson: <br />The Division of Minerals and Geology (DMG) hereby issues notice, in accordance with Title 34, Article 33, Section 118, <br />Paragraph 3, of the Colorado Revised Statutes, that on May 29, 2001, an application to revise coal mining operations at the <br />Lorencito Canyon Mine was considered complete for the purposes of filing. All review and comment periods as provided in the <br />Act and the Regulations initiate from this date of filing. <br />Lorencito Coal Company proposes to modify the mine plan to include contour mining in the lower portions of Lorencito <br />Canyon, Jeff Canyon and Little Jeff Canyon. A coal loadout would also be located along the railroad tracks at the mouth of the <br />canyon. The combined surface and undergound coal mining operation is on land located approximately 3 miles west of <br />Segundo on Hwy 12. The pemtit azea is further described as follows: On lands south of the Purgatoire River, lands east of the <br />South Fork of the Purgatoire and Alamosa Canyon, lands north of VetTnejo Park, and lands west of Widow Woman Canyon <br />containing approximately 17,862 acres. The above-mentioned tracts of land are shown on USGS 7.5 n»nute Quadrangle map <br />of Tercio. <br />We are requesting your agency's evaluation of the potential for impacts to threatened or endangered species of plants or <br />animals, or wildlife species otherwise protected by federal law. DMG is required to make a finding that "the activities would <br />not affect the continued existence oC endangered or threatened species or result in the destruction or adverse modification oC <br />their critical habitaLS as determined under the Endangered Species Act of 1973.. .' We request your review and <br />recommendation pursuant to this finding. No changes to the currently approved fish and wildlife plan are proposed. However, <br />some additional lands within the permit area are proposed for contour mining and reclamation. Please advise us if you require <br />additional information. <br />In order for us to comply with regulatory time frames, we request that comments be submitted [o the Division of Minerals and <br />Geology at the above address by 5:00 p.m. on July 28, 2001. If no comments are received by this date, we will proceed on the <br />assumption that your agency has no concerns with or objections to the applicant's proposal. A copy of the revision application <br />is available for review at the Division office and the Las Animas County Courthouse, 200 Earl First SVeet, Room 104, <br />"frinidad, CO 61082.
