The submittal <br />was in response to my memo of June 29, 2000. The subminal did not specifically address the question <br />regarding applicability of the woody plant density standard (Item 6). I assume you are looking into that. <br />Let me know what you determine. <br />Item 10a. An essentially adequate dryland pasture production sampling protocol was provided. I interpret <br />the plan to require a minimum of 15 randomly located sample quadrat placements per sample block, with <br />additional sample quadrats taken if necessary to achieve sample adequacy based on the formula given on <br />amended page 22-26. One additional clarification that should be included in the plan, is that perennial <br />grasses, perennial forts, and annual species should be bagged and weighed separately, and noxious species <br />should no[ be included. <br />Item lOb. Amended text indicates that "sufficient bales will be weighed..." and documentation provided <br />for bond release. I would interpret this to mean that stunple adequacy will be demonstrated or that total <br />harvest data will be used (i.e. all bales will be weighed and reported). l would recommend that the text be <br />further amended to clarify this point. <br />Item IOc. There is still some wnfusion regarding sample adequacy formulas. The plan should be <br />amended to clarify that the simple formula as presented on page 22-24 would be used only in the even) that <br />statistical testing is not necessary to demonstrate success ((or either cover or production). The formula on <br />page 22-26 is acceptable whether statistical testing is necessary or not (for either cover or production). <br />Let me know if you have any questions. 1 will be meeting with the vegetation consultant at New Horizon <br />tomorrow and Friday, to review and observe bond release sampling for New Horizon li. <br />
