I received today by FedEx Seneca Coal Companys responses to our most recent adequacy review of Permit
Revision 3. Since we last talked, I have assumed the lead permit review responsibility for Seneca IIW from Mike Boulay,
so I am now the primary DMG contact for this permit. The revision includes detailed commitments for an aspen
reestablishment study design to be implemented on the reclaimed areas with the assistance of the US Forest Service
Rocky Mountain Research Station, along with other amendments to the revegetation plan, including additional detail
regarding shrub reestablishment techniques and distribution of shrub plantings. SCC appears not to have proposed to
undertake offsite habitat manipulation (e.g. burning or mechanical treatments) to enhance aspen or mountain shrub
habitats in the vicinity of the mine disturbances.
I have asked Bob Sheveling to send a copy of the revision submittal directly to you, so you should be receiving it in the
next few days. Please let me know when you receive a copy. If you don't receive a copy within the next week or so,
please let me know. As you know, we will need to have DOW's official comments on the submittal before we issue a
proposed decision on the revision. Please forward those comments to me as soon as practicable.
Give me a call at (970) 242-5025 if you have any questions.
Thanks.
