Summit County Government ("County") and the Town of Breckenridge ("Town") <br />are purchasing approximately 1,840 acres of land for open space protection purposes in June 2004, <br />including properties adjacent to the Mascot Placer. The County and Town are acquiring these lands from <br />B&B Mines, Inc., the same entity that Rock Island Land Company LLC purchased the Mascot Placer <br />from in 1998. As part of the due diligence for this purchase, the CounTy and Town have reviewed the <br />active 112 permit held by Alpine Rock Company (Permit #M-93-035). This active permit covers <br />approximately 352 acres, including both a portion of the lands the County and Town are purchasing and <br />the Mascot Placer. <br />My department is concerned that the reclamation proposed in the current application does not meet the <br />requirements set forth in Permit #M-93-035, and that the intent of these site-specific stipulations will be <br />lost if the current proposal is approved as submitted. Permit #M-93-035 provided a reclamation plan <br />with final grades and revegetation cross-sections. A stipulation regarding soil amendments was also <br />included in this permit. The current process of breaking this permit into smaller parcels should not <br />negate these requirements. As a pending landowner of property under Permit #M-93-035, it is the <br />County's and Town's intent to abide by these requirements at a minimum. County and Town staff have <br />had discussions with Alpine Rock to insure that this occurs as specified in the permit. <br />Please insure that requirements approved as a part of the current submittal remain consistent with all <br />stipulations imposed under Permit # M-93-035.
