Long, <br />Division Dnenor <br />August 13, 1992 <br />Mr. Murari Shrestha <br />western Fuels- Utah, Inc. <br />405 Urban Street, Suite 305 <br />Lakewood, Colorado 80228 <br />RE: Deserado Mine (C-81-018): Minor Revision 73, Sump Dewatering <br />Hole #3 aad De-gas Wells LW6-1 through LW6-4. <br />Dear Mr. Shrestha: <br />As we discussed on the telephone 8/12/92, the Division has reviewed <br />Western Fuels-Utah's proposal for construction of 4 de-gas wells <br />over longwall panel #6, and sump dewatering hole #3. Due to <br />several adequacy concerns identified by the Division we suggest <br />this proposed revision may be better handled as two separate <br />revisions. The proposed de-gas wells LW6-1 through LW6-4 may be <br />handled as a minor revision. Details that need to be resolved <br />regarding the sump dewatering hole indicate this topic would be <br />better handled as a technical revision. The following concerns <br />have been identified regarding construction of the de-gas wells: <br />1) As per Rule 4.05.2(1) all runoff from disturbed areas <br />will pass through appropriate sediment control. If the <br />mud pits are constructed in the appropriate location as <br />stated in the permit (page III-36) this should provide <br />adequate control until regrading occurs. Once the mud <br />pits are regraded, there is no proposed plan for sediment <br />control. Please assure the Division that runoff from the <br />pads will be treated appropriately. <br />2) This proposed disturbance will be on lands managed by the <br />BLM. The Division needs verification that the location of <br />the roads are approved by the BLM and impacts to possible <br />archaeological sites have been mitigated. <br />3) The proposed road to de-gas wells LW6-1 through LW6-4 has <br />one stream crossing on Red Wash. Please assure the <br />Division that construction of this road will comply with <br />Rules 4.03.3(2)(c) and 4.03.3(4)(b). <br />
