Long <br />Cotopaxi, CO 81223 Division Director <br />RE T.fi.E Aggregate Source Quarry, Technid Revivon No. 3, BLuting Survry arld Monitoring <br />Program, Permit No. M-77-193 <br />Dear Mr. Klco: <br />I havc reviewed recent correspondrnce from Azurite, Inc. and from Vibra-Tech regardinf, the proposed <br />blasting survey and monitoring program at T.H.E.'s Canon City Quarry. Based upon the technical <br />infornution provided, it appeus that the revision application nuy soon be approvable. Th.: Division will <br />approve the revision request if T.H.E. is agreeable to the following conditions: <br />1. T.H.E. will maintain at lust one functional blueing monitor (seismograph) at thy: quarry at all <br />times. <br />2. Monitoring of possible blasting impacts will occur randomly at any of 2 sites at tbie Canon City <br />water treatmrnt plant or 6 sits along Tunnel Drive until T.H.E. has demonstrated that uch <br />monitoring site has at least 3 recordings for ground vibration that are equal to or less than 1 <br />inch/second and 3 readings for air blast that are equal to or lus than 133 decibels. <br />3. T.H.E. will collect and nuintain deuiled blasting records at the quarry office including but limited <br />to the powder factor used and the estimated puk particle velocity at the permit bomndary for uch <br />blast. <br />4. T.H.E. will arrange for a thud party, such u Vibn-Tech, to conduct a blasting baseiline survey on <br />all City of Canon City structures and the 6 residrnces along Tunnel Drive, no later than May 31, <br />1996. <br />5. T.H.E. will submit blueing monitoring data to the Division on a quarterly buffs until DMG deems <br />the monitoring program no longer necesury. <br />Pluse let me know by March 27, 1996 if T.H.E. is agreeable to these conditions. <br />Sincerely, <br />Thomu A.
