Basically <br />the difference between my costs and those contained in the permit are as <br />follows: X8,000.00 portal sealing, E1 ,400.00 spread topsoil, E1 ,200.00 <br />mobilization, and X15,000.00 indirect costs. Following are my questions or <br />comments concerning the reclamation plan or bond calculations. If you have <br />any questions let me know. <br />1. Sunland's portal sealing calculations indicate a single block wall seal <br />is to be used. I have calculated costs fora much more substantial seal <br />- double block wall with keyed concrete plug and 25 feet of backfill. <br />This is typically the type of seal MSHA requires. You need to decide <br />what type of seal is appropriate. <br />2. Removal costs for several structures on the mine site cannot be <br />calculated due to lack of dimensional information. Measurements of <br />length, width, height or diameter should be submitted for the Apex No. 2 <br />fan, Apex No. 1 fan, office, retaining wall, truck scales, shop, <br />bathhouse, substation, screening plant, and 100 ton bins. <br />3. The reclamation plan does not address phased removal of the sediment <br />pond. my calculations reflect removal of the pond immediately upon <br />reclamation. <br />4. The operator should address what reclamation, if any is required for the <br />pump house and alluvial well adjacent to Trout Creek. My calculations do <br />not reflect removal costs for either of these. <br />5. How is the native hay mulch to be held in place on the portal bench <br />backfill? <br />6.
