Lochhead <br />Executive Director <br />RE: Eastside Mine Permit Renewal (C-Et4-063) Michael8 Long <br />Division Director <br />Based on the fact that the Eastside Mine has recently told the <br />Division that the mine is closing and will be reclaimed this <br />winter/spring, I recommend that we send another adequacy letter. <br />The operator needs to clarify three points prior to renewal and <br />prior to completion of backfilling and grading the disturbed mine <br />site. <br />1. The reclamation plan in the approved permit assumes topsoil <br />from the refuse disposal area and the office facilities areas will <br />be available for distribution on the reclaimed mine bench. Since <br />neither of these areas will be developed prior to reclamation of <br />the mine bench, there will be no topsoil available. The operator <br />needs to either provide appropriate demonstrations that material <br />available at the bench it suitable as a topsoil substituted (per <br />Rule 4.06.2(4)(a)), or explain where topsoil will be obtained so <br />eight inches of topsoil can be spread on the bench, as indicated in <br />the permit. <br />If substitute material .is to be used, an estimate of available <br />volume of material needs to be submitted as well as resilts from <br />physical and chemical analyses of the material. A representative <br />numbe of samples of the material should be gathered and sent to a <br />lab for testing. At a minimum, the following parameters should be <br />analyzed: <br />Textural class Rock fragments Specific conductivity <br />CEC SAR Sodium <br />Calcium Magnesium pH <br />Available Nitrogen Phosphorous Potassium <br />$ organic matter Boron <br />2. The designs for the post mine drainage channel on the <br />reclaimed bench need to be approved by the Division prior to <br />reclamation of the upland diversion currently in place. It would <br />be to the operator's benefit to have the designs approved prior to <br />backfilling the area. <br />
