As you know, the pad materials are also benign by virtue of Toxicity
Characteristic Leaching Procedure test results as submitted in the Application for Amendment
Number 6.
Obviously it would benefit all, including the Office of Mined Land Reclamation and its reuse
and reclamation policies and mandates, to reuse this material and thereby make the most of any
materials that have been mined or used in the past.
In addition to needing to obtain acceptance by your Office of the reuse of screened Pad //2
material for use by the City of Victor for road base and the reuse of Cameron Pad material for
decorative rock in the Front Range Area, we also need to Ilse Pad b2 and Pad NI material for
at least three other purposes. Because we have waited so long for our initial request to be
approved, the length of time complicated by the Deparhnent of Health, the need for these
additional approvals is now critical in terms of timing.
These other uses are as follows:
(I) improvement of the road leading from the Load Out Bin to the Leach Pad which will
entail a widening and reduction of the current grade. The improved road configuration
is shown on the map included as Attachment L The improvement is necessary to met
safety requirements. It will entail filling to the south of Pad /t2 with Pad 1f2 material.
