Emrich,
~tN 26 1yti3
MINED LAND RECLAMATION DIVISION
Colo. Dept of Natural Resources
On June 15 and 17, 1983, you examined areas at the Edna
Coal Mine which P$M requested bond reduction on. Your report
listed problem areas which P$M needed to evaluate and develop
stabilization plans. These areas are discussed below.
The slumping area on the east side of Center Ridge was
caused by pre-law mining activity. During the 1950's, when the
area was first mined, spoil material was cast over the east side
which created the instability. Enclosed is an aerial photo from
1962 cahich clearly shocas the instability existing before any
reclamation laws and before Center Ridge was remined in the 1970's.
PF,M feels there is no effective way to control slumping on such a
steep slope without causing greater instability and environmental
damage to the surrounding terrain. Since the slump is a result
of pre-law activity, PF,M is not liable for this condition. In
this case, it is better to leave the slump as is, as opposed to
creating a bigger disturbance trying to fix it.
On the east side of Center Ridge is a small draw which has
an intermittent gully. Parts of this drainage are very stable
_ with vegetation established within it. In the areas cohere the
gully is over nine inches deep, PF,M purposes installing silt
fences to retard the flow of runoff. Over time, as the fences
fill with silt, vegetation will reestablish itself.
West of the shop area are several gullies that formed when
runoff broke through some contour furrows. The mine will re-
build the broken furrows and grade topsoil into the gullies. The
topsoil will then be seeded with an approved seed mixture.
Also in the area west of the shop, is an ephemeral drainage
channel which you report as having a gully extending from tlce top
Gulf
ASU9SI DIARY OF GULF OIL COPORATION TELEPHONE (303) ]36-9111
