Henderson Mine and Mill <br />Permit No. M-77-342 <br />Alternate Reclamation Plan <br />By: ACS Date: 9/17/96 <br />Notes on Operator's initial submittal (TR-006) <br />Operator: The intent of TR-006 is to provide a conceptual closure <br />plan for the Henderson Mine and concomitant financial warranty for <br />treatment of mine waters during the closure process. <br />Needs to be better clarified that this is an alternate <br />reclamation plan to be followed by the Division in the event <br />of bond forfeiture. In order to approve this plan for <br />implementation by CMC, the appropriate permit amendments and <br />revisions necessary to address the impacts of mine flooding <br />would have to be approved, including a technical revision <br />providing design details for the tunnel plug. <br />5/31/96 letter from HBH to CMC "...post a financial warranty <br />sufficient to allow the Division to operate the Henderson Mine <br />water treatment facilities during the period of reclamation in the <br />event of permit revocation and bond forfeiture". <br />Section 3.0 of TR-006 The Henderson Mine believes that the <br />financial warranty for the alternate closure plan for the Mine <br />should include the cost of engineering and construction of the <br />haulage tunnel bulkhead plug and the cost of pumping and <br />treating water using the system described herein for a period <br />of three (3) years. <br />The original Henderson Reclamation Permit application states <br />that reclamation of the mine site is anticipated to take 6 <br />years. <br />Section 2.1 of TR-6 provides a break-down of underground water <br />sources <br />Presently, the Mine treats and discharges water at an <br />average rate of 1000 gpm. <br />Ground water inflow to the underground workings 400-500 <br />gpm <br />Infiltration of precip. through glory hole and caved <br />areas 200-300 gpm <br />
