III IIIIIIIIIIIIIIII
999
April 21, 1994
Mr. Joseph Dudash
State of Colorado
Department of Natural Resources
Division of Mines and Geology
1313 Sherman St., Room 215
Denver, CO 80203 /
RE: Basin Resources, New Elk and Golden Eagle Mine Permit Renewals, Stipulations 53
and 68, Soils and Vegetation Review
Dear Mr. Dudash:
The following are responses to Tony Waldron's comments of January 21, 1994 concerning
soils and vegetation issues at the New Elk and Golden Eagle Mines. The responses are
formatted in the same manner as your comments.
NEW ELK MINE -Stipulation 53
Soils
Basin Resources' reclamation plan at the New Elk Mine will track the plan in the permit
application. Wyoming Fuels had committed to apply 4" of topsoil on 27 acres of refuse at
the East and West Portal areas, and to reclaim the balance of the disturbance without
topsoil. The currently permitted plan for the RDA calls for the use of 18" of topsoil over
30" of non-toxic growth medium. Following this evaluation of topsoil resources, Basin has
found that topsoil resources are in very short supply, and hereby is modifying the RDA plan
to correlate with the reclamation of the portal areas, i.e. the use of 4" of topsoil on 44" of
non-toxic plant growth medium.
There are two topsoil stockpiles at the New Elk Mine. One is near the RDA belt and the
other is at the entrance. Survey data indicates that there is 2000 yd' at the former, and 6888
yd' at the latter. Additional sources for salvage include 8275 yd' at the topsoil borrow area -
and 63584 yd' between the current salvage elevation of the RDA (7625') and the top of the
RDA (7950').
5990 Greenwood Plaza Blvd. Suite 250 Englewood, CO 80111
(303) 850-0930 Fax (303) 721-9298
