As a courtesy to operators, the Land Reclamation Board adopted a policy <br /> of not objecting to having; a rider placed upon the state's reclamation bond which <br /> added the name of the axnty in which the mining operations would occur. The <br /> reason behind this policy was to eliminate the necessity of an operator having to <br /> Obtain duplicate bond coverage to satisf} county requirements, whenever a county <br /> EMMA the state form to be acceptable. However, if a county cannot accept the <br /> state's bond form then, it is encumbent upon the operator to make other arrange- <br /> ments with the county in quea;tion. The bond required by the Land Reclamation <br /> Board is the state's bond. The Board on behalf of the state can increase, decrease <br /> or release the bond without consulting the county. Thus, if Jefferson County cannot <br /> accept the state's bond form, then it is encumhent upon Cooley Gravel Company and <br /> Jctlerson County to snake other arrangcnients. The rider you request an authorized <br /> person of the Land Reclamation Board to sign appears to be inconsistent with the <br /> above statements; therefore, the Board must decline to sign the rider.
