Box 773598 <br />Steamboat Springs, Colorado 80477 <br />Re: Edna Mine Bond Release <br />Dear Sirs: <br />Please consider this notice of the Colorado Mined Land Reclamation Division's <br />decision to release the majority of the "Life-of-Mine" Bond at the Edna Mine <br />in Routt County. The operator of the mine is P&M Coal Mining Company, Oak <br />Creek, Colorado. The reclaimed lands cover approximately 1,475 acres and are <br />located in T5N, R85W, Sec. 31; T5N, R86W, Sec. 36; T4N, R85W, Secs. 7, 18, 19, <br />and 30 and T4N, R86W, Sec. 12, 13, and 24. These lands were permitted under <br />permit number 77-31, issued in April 1917. All lands recommended for release <br />were mined prior to August 3,1977. <br />An on-site inspection of all lands proposed for release was conducted in June, <br />1983. The Division found that backfilling, grading, topsoiling and <br />revegetation is in compliance with the Colorado Open Cut Land Reclamation Act <br />of 1969, the Colorado Open Cut Land Reclamation Act of 1973 and the Colorado <br />Mined Land Reclamation of 1916 with one exception. A few erosional gullies <br />were observed which P8d~1 Coal Mining Company has since stabilized. Liability <br />will be maintained until it is demonstrated that the stabilization plan was <br />effective. The Division's proposed decision is to release all but $20,000.00 <br />of the total $642,000.00 bond amount. <br />Any person with a valid legal interest which may be adversely affected by the <br />proposed decision of the Division can request an adjudicatory hearing. The <br />request must be in writing and state with specificity the reasons why the <br />hearing is requested.
