Johnston <br />Colorado Division of Minerals and Geology <br />Office of Mined Land Reclamation <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Re: West Elk Mine, Permit C-80-007, Minor Revision No. 101, Soils Testing for Mine <br />Water Improvements <br />Dear Christine: <br />/\ <br />Mountain Coal Company (MCC) requests a minor revision to Permit C-80-007 to collect soil <br />samples, by boring or trenching, to be utilized in the design of the foundation for a future raw <br />water storage tank. <br />The enclosed drawing shows the area of the tank site, where soil testing will be conducted. The <br />site is located in the SEl/4 of Section 16, Township 13 South, Range 90 West of the 6th P.M., at <br />approximately 7,365 feet (above mean sea level) at a former drill site. MCC (i.e. ARCO) is the <br />surface landowner. A Threatened and Endangered Plant survey for the Grand Mesa Penstemon <br />was completed last month by Greystone Consultants and no plants were identified in this area. <br />It is anticipated that that either a small backhoe or geotechnical drill rig will be contracted to <br />complete the soil testing. Approximately four trenches, 18 inches wide, 20 feet long, and up to <br />the limits of the backhoe in depth (approx. 18.5 feet) will be required if a backhoe is used. If a <br />geotechnical drill rig is used then approximately four holes will be drilled to a point of refusal plus <br />eight feet. Drainage control will be maintained by the use of either sediment traps or a small silt <br />fence around the trench or drill site.The trenches and holes will be immediately backfilled after soil <br />samples are obtained. The trench or drill site would then be seeded and mulched. This planned <br />activity is scheduled to be completed in one day. Access to the site will be conducted using <br />existing roads and no additional surface disturbance is proposed in this minor revision. <br />
