Identification of Interest; AVS
I conducted a decision check for the Deserado Mine on AVS. The
system recommendation was ISSUE. Please see the attached form. I
have one comment that should be addressed by the operator... I
guess as a Minor revision to the permit.
1. New Identification of Interest information was submitted to
the Division. This new information makes no reference to
Western Fuels Association, Inc. and Deseret Generation and
Transmission Cooperative. Under Rule 2.03.4 and Rule
1.04(83a) Western Fuels Association and Deseret Generation are
"owners" and/or "controllers" of Western Fuels-Utah. The
operator needs to clearly define the relationship of these
companies to Western Fuels Utah as well as list all of the
officers and directors of the companies. I phoned Murari on
7/20/94 and he stated that Western Fuels Association and
Deseret Generation are still considered "owners" of Western
Fuels Utah, but this is not mentioned in the permit pages.
Please have the operator submit the requested information.
Larry requested that I write some AVS verbiage into the findings
documents. Here it goes .............
On February 28, 1994 the Division queried the Applicant Violator
System (AVS). The system recommendation was ISSUE. This
recommendation was verified by AVS/OSM on March 1, 1994. Prior to
issuing a decision to the renewal application, AVS was queried on
July 20, 1994 and the system recommendation was ISSUE. The
operator, Western Fuels Utah, is current in the payment of
reclamation fees required by 30 CFR Chapter VII, subchapter R
(2.07.6(2)(0)).
