The revision includes plans for restoring drainage
near the former tipple site to approximate pre-mine conditions. The plan generally agrees
with discussions you and Mike Savage and I had at the mine site when we met with John
Eilts on May 18, 1995 to look at the tipple area. There are a few questions that I believe
should be clarified in the revision submittal.
1. The excavation indicated in the submittal is not tied to any location on the ground.
Where is the proposed excavation in relation to the railroad and the right of way for the
rail? Does Sun Coal have any documentation clearly indicating the extent of the railroad's
right of way? Where is the excavation in relation to the ditch parallel to the fence?
2. Does the proposed excavation entail removal of the culvert near the current fence?
3. The drawing on page 388-E indicates the volume of material removed from the
excavation would be 484 cubic yards. Assuming a 52'x64x 4' cube and subtracting 1/2 of the
volume along the 52 foot sides; and, using the volume of 4' deep cone with 64' diameter, my
calculations show a volume of 40S cubic yards. Please verify the volume calculation.
