One of the elements of successful reclamation <br />determination is a demonstration that adequate species diversity has been achieved on the <br />reclaimed site, Rule 4.15.8(5). Permit page 2.05-91 defines that: <br />Pursuant to Rule 4.15.8, the Colorado Yampa Coal Company is proposing to use <br />a weighted average of the species diversity index for the four vegetation types as <br />performance standazd for all pastureland reclamation (Table 50). In order to <br />determine if reclamation has met the required performance standard, the species <br />diversity on reclamation and the reclaimed areas will be measured. The diversity <br />index of the reclaimed areas must be at least 90° o of the weighted diversity index, <br />to meet the performance standard. <br />The Shannon-Weiner diversity index was used to calculate the values in Table 50, based <br />upon cover data. Please refer to permit page 2.04-75. Only three reference areas <br />representing three vegetative communities were sampled between 1995 and 1997 for use <br />in reclamation success compazison. <br />1) Please explain the discrepancy between collection of data from three reference <br />areas versus four vegetation types as stated in the standard. <br />2) No demonstration of the diversity standard was submitted with the bond release <br />application. In order for the Division to complete our review, please provide a <br />demonstration of the species diversity indexes in accordance with the approved <br />diversity standard and Rule 5.1 x.8(5). <br />The Division is reviewing the methodology Colorado Yampa Coal Company used to <br />demonstrate the sediment yield.
