SUBJECT: Bowie No. 2 Mine Technical Revision 47

Attached is the reclamation cost estimate for the Bowie No. 2 Mine's Technical Revision
47 -new Hubbard Creek Vent Shafr. The estimate is six tasks (a summary sheet and
tasks 201-205) and represents an increase in liability of $148,686.00. The Division's
estimate is approximately $68,000.00 more than the estimate submitted by BRL with the
revision. The main reason for the increase is the calculated difference to plug the vent
shaft. BRL estimates a cost of $28,250.00 and the Division estimates a cost of
$99,376.00 for the shaft plugging. This difference arises from the difference in the cost
per cubic yard to fill the shaft. Again, BRL estimates the cost at $5.00 per cubic yard and
the Division estimates it at $15.44 per cubic yard. BRL does not give any reference for
their cost so it is impossible to determine it's accuracy.
