The main concern expressed was <br />whether or not the site is adequately bonded for the proposed acfivity. The backfill cost estimate <br />referenced in your letter, which addresses backfilling 8066 cubic yazds of overburden in a stripped area <br />of Ce114, is only a portion of the reclamation for which this site is bonded. The Division holds a total <br />reclamation bond for this site in the amount of $754,732. This amount was based upon the Exhibit L <br />calculation prepared by AI and submitted to the Division on December 1, 2003. The calculation for <br />Ce114 includes a total of 344,232 cubic yazds of backfill. <br />Enclosed for your convenience in reviewing this matter are reduced copies of the Exhibit C and Exhibit <br />F drawings. It is AI's desire to increase the area to be backfilled in Cell 4 to facilitate a reduction in the <br />fmal groundwater lake surface proposed in Cells 2 and 4. The import of a potentia1603,000 cubic <br />yazds of fill material as proposed in the Notice would accommodate the originally proposed and the <br />increased backfill area. The approved permit for Platte Valley already provides for a variance in <br />groundwater lake size in Cells 2 and 4 by as much as 25%, which would be an increase or decrease of <br />33 acres, without requiring a technical revision. <br />The azea to receive the imported fill material is shown on the Exhibit F Reclamation Plan as Phase 4 <br />and will further extend to the north boundary of the groundwater lake area. Backfilled areas will be <br />reclaimed in accordance with Exhibit E of the permit, as follows: <br />The backfill material for this azea will be placed and compacted to provide adequate stability <br />for the anticipated future use.
