Was the notice given to the Landowner by Andesite of the 1981 permit <br />proceeding deficient as a matter of law? <br /> <br />2. If the notice was deficient, what is the effect upon the validity of <br />the 1981 permit? <br />3. What is the proper post-mining land use of the 27-acre Niwot Soil <br />Area within the proposed permit boundary? <br />4. Assuming the proper post-mining land use is for hay meadow, what <br />topsoil depth, irrigation, grading and seed mixture are required for proper <br />reclamation? <br />5. Are all roads constructed by Andesite to be reclaimed upon <br />completion of the mining operation? <br />6. Is the changed course of a river "affected land" for which <br />reclamation is required? <br />7. Are buildings and equipment outside the permit boundary "affected <br />lands" for which reclamation is required? <br />8. If so, what reclamation will be required to reclaim the affected <br />land in numbers 6 and 7? <br />9.
