Banta. <br />Division Director <br />Mr. Terry Ireland <br />United States Department of the Interior <br />Fish and Wildlife Service <br />529 25 1/2 Road, Suite B-113 <br />Grand Junction, Colorado 81505-6199 <br />RE: Coal Ridge No. 1 Mine (C-84-065), Biological Assessment Requested by U.S. <br />Fish and Wildlife Service <br />Dear Mr. Ireland: <br />In response to the letter from Mr. Keith Rose of your agency dated June 14, <br />1991, we would like to provide you with the following summary of the operation <br />of the water supply pipeline 1n question. <br />The subject Technical Revision involves only the incorporation of an existing <br />facility (the pipeline) into the permit area; the pipeline has been in place <br />for several years but had inadvertently been omitted from the permit area <br />until this time. It consists of a 2-inch thread-and-couple steel pipeline <br />lying on the ground surface and extending south from the riverbank, through a <br />county road culvert next to the mine entrance, to a pumphouse adjacent to the <br />mine site's sole sediment pond. Within the zone of riparian vegetation, the <br />pipeline is the only proposed structure, and the applicant has committed to <br />creating no additional disturbance. <br />The proposed coal mining operation will cut the coal with high-pressure water, <br />and transport the slurry to the preparation plant on the surface via flumes <br />and/or pipelines. The applicant estimates that only 300 acre-feet of make-up <br />water will be needed annually, as system losses will be low and most water can <br />be recycled into the system. The narrative in the revision states that the <br />capacity of the pump to be used with this pipeline is 55 GPM (.12 CFS), which <br />would presumably be the maximum pumping rate. <br />The applicant has acquired water rights associated with the Vulcan Ditch <br />(diverts from Canon Creek, a Colorado River tributary) and from the Colorado <br />River directly. Under the Vulcan Ditch right, the applicant is limited to <br />historical levels of consumptive use (approximately 395 acres-feet per year). <br />
