Lnns <br />o~x~:.nn oiraror <br />I have completed a hydrologic review of the amendment application for the Incas Mine <br />submitted to the Division on June 30, 1994. My recommendation is that we not approve the <br />amendment application at this time as there are serious deficiencies in baseline water <br />monitoring as well as ore characterization. I suggest that the operator and the Division meet <br />informally to discuss these issues and plan a course of action to satisfy the minimum <br />requirements of the Act. The outstanding concerns which must be adequately addressed <br />prior to approval are as follows: <br />1. A minimum of thru (3) baseline surface water samples from Little Deadwood Gulch <br />need to be collected and sent to a qualified laboratory for analysis. The lab should be <br />familiar with Colorado surface water standards and reporting procedures. <br />The results provided are inadequate because the detection limits presented are too <br />high, there is no measurement of hardness, and the metals values are not naported in <br />micrograms/liter. <br />A minimum of three (3) representative baseline ground water samples need to be <br />collected and sent to a qualified laboratory for analysis. No groundwater results have <br />been provided. This requirement is critical in order to determine ambient ground <br />water quality which may serve as the clean-up standard for spent ore leachate.
