The operator has elected to submit the proposal under the provisions of those applicable to <br />Auger Mining. This follows Division precedence, and I concur. This memorandum has been placed <br />on your "M" drive incase you care to lift any of these words. Materials reviewed returned to Sandy. <br />Rule 2.06.9 Augering <br />Rule 2.06.9(1) Scope. 2.06.9 applies to any person who conducts or intends to conduct surface coal <br />mining and reclamation operations utilizing augering operations. <br />Applied in this application for highwall mining. <br />Rule 2.06.9(2) Any application for a permit for operations covered by 2.06.9 shall contain, in the <br />mining and reclamation plan, a description of the augering methods to be used and the measures to <br />be used to comply with 4.23. <br />The application is shy of a complete description, and there is one conflict in the descriptions of <br />which coal seams are to be mined by the highwall method. On page 12-4-1 highwall mining is <br />proposed in the Wadge and Wolf Creek coal seams. On page 12-4-2, highwall mining is proposed in <br />the Wadge, Sage and Wolf Creek coal seams. Suggest the following adequacy comments be <br />provided to the applicant: "Please add the Sage coal seam to the list of seams to be mined <br />(Wadge, Sage, and Wolf Creek) on page 12-4-1. These three seams are listed on pages 12-4-2 <br />and 12-4-3. Please expand the proposed mining plan description of multiple-seam highwall <br />mining to include the vertical relationships of mining activities. Please indicate on Drawing 12- <br />3 those areas of multiple-seam mining, including the identity of the seams.
