iii iiiiiiiiiiii iii
Larry:
I'll be coming into the office (briefly I hope) Tuesday Morning to tie up a few loose ends, and
will give you a call. I will direct Reschke to submit NOV 97-016 extension request to you, since
I will be gone until January 5. I have attached a draft Extension Notice, and cover letter for your
consideration, if you determine that Reschke's request for extension is approvable, as we
discussed.
Also, I have reviewed the TR-23 submittal, which is the revised ditch designs in response to
NOV 97-016. The operator proposes to revise ditch dimensions and slopes for CRDA-2 Upper
Diversion as specified in the NOV. Exhibit 53, Section G-G design was revised amended
SEDCAD calculations in support of the revised designs were provided.. I will entrust Erica to
review adequacy of the revised designs.
-,
Operator states in cover letter that RSRDA South Diversion will in fact carry design flows with
required freeboazd, and that DMG calculations were flawed due to inappropriate vegetation cover
class (we used "B"; Reschke says "D" is appropriate due [o cheatgrass cover chazacteristics). I
think he may have a case here, as cheatgrass would likely offer considerably less resistance to
flow than a stand of more robust perennial grasses such as brome or wheatgrass. However, even
conceding that point, Exhibit 20, Section T-T design will need to be revised to reflect the actual
minimum ditch dimensions. Request for amended Exhibit 20 will need to be included in
adequacy letter. ALJe/ yi°PN"~-# G~`'~,'~1~1~r. ~er~~. G.;/r ~ ~ f:r:/ Za /fir,;~,
Since I will be on vacation until January 5, I would request your assistance in forwazding my one
adequacy issue and any issues that Erica identifies to the operator, and if those issues aze
resolved prior to my return, in issuing the proposed approval decision.
I will get completeness notices to you for mailing on Tuesday morning, and will check in with
you at that time.
