E C L A M A T I O N
MINING•SAFETY
Bill Owens
Governor
Greg E. watcher
Executive O~rector
Michael B. Long
Division DireUar
The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116,
Paragraph 4, of the Colorado Revised Statutes, that on February 1, 2000, an application to revise coal mining
operations at the Bowie No. 2 Mine was considered complete for the purposes of filing. The revision was
submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the
Regulations initiate from this date of filing.
Approval of this technical revision would permit an incidental boundary change in order to conduct development
mining in federal coal. This technical revision can not be approved until Bowie Resources has secured the
amendment to the federal lease for the right of entry to that federal coal. The incidental boundary change would
add 109.6 acres of private surface and 28.9 acres of federal surface to the northwest portion of the perm it area. A
portion of the coal to be mined is federal and a portion is private. There would not be any increase in the
disturbance area, no additional facilities would be built and there would not be any increase in production through
this revision.
The underground coal mining operation is on land located approximately 5 miles northeast of Paonia, Colorado.
The permit area is further described as follows:
Portions of Sections 2, 3, 4, 9, 10, I I, 14, 15, and 16, Township 13 South, Range 91 West of the 6th P.M.
The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie.
Because the above referenced technical revision application would incorporate additional lands into the permit
area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting
your agency's evaluation of the proposal. Your comments and concerns relating to the adequacy of fish and
wildlife resources information, the fish and wildlife plan, and the reclamation plan as it relates to fish and wildlife
considerations, including potential impacts to threatened or endangered species, are requested. If wildlife habitat
is the proposed postmining land use, we request your evaluation of proposed woody plant stocking levels, planting
arrangements, and methods for mitigation of potential adverse impacts.
~iiiiuiiiiiiiiiiiii
999
COLUl~vO
•
Pertinent portions of the application and a mine plan map are enclosed.
