I am seriously concerned that this strip mine high <br />above Manitou Springs and Colorado Springs is becoming a real <br />scar on the mountains and nuisance to the adjoining <br />subdivisions of Colorado Springs and Manitou Springs. One of <br />the problems has been that we have received little or no <br />notice when Castle Concrete asked for modification and <br />development of the quarry. I am not aware of any policy <br />which allows the citizens to have some input into the <br />location of strip mines. I wonder if legislation could <br />insure that the public has notice and a voice in the <br />location, expansion, and development of strip mines in <br />Colorado.
