All reviews and comment periods <br />as provided in the Act and Regulations promulgated thereunder initiate from <br />this day of filing. <br />The applicant proposes to continue conducting surface coal mining operations <br />at the Energy Mine No. 3, located approximately 15 miles southwest of <br />Steamboat Springs. Mining has ceased at this operation and activities <br />proposed over the next five years are limited to monitoring activities <br />associated with vegetation reestablishment and the hydrologic regime. The <br />permit area is described as follows: <br />Township 5 North.
