Long <br />2717 County Road 215 Division Director <br />Parachute, CO 81635 <br />RE: Piceance Site Temporary Lay Down and Parking Area, Yankee Gulch Sodium Minerals <br />Project, Technical Revision TR-002, Permit No. M-99-002 <br />Deaz Mr. Freeman: <br />The Division of Minerals and Geology has completed a review of the above referenced technical <br />revision application and proposes the issuance of a conditional approval. Stipulation No. 1 to the <br />approval would be as follows: <br />All runoff from the temporary lay down and parking area will be routed to the lined storm water <br />retention pond or will be treated using appropriate best management practices as described in <br />the approved "Soil Conservation, Erosion and Sediment Control, Reclamation, and <br />Revegetation Plan" for the Yankee Gulch Project. <br />Stipulation No. 2 to the approval would require the submittal of appropriate additional bond to cover <br />the cost to reclaim the temporary lay down and parking area. The remainder of this letter and <br />attachments discuss the derivation of [he appropriate bond amount. <br />It is stated in the technical revision TR-002 application that excess cut material from the Piceance Site <br />facilities area is being stored in the temporary lay down and parking area. This material may require <br />grading prior to topsoil replacement at the time the lay down area is reclaimed. Assuming a grading <br />volume equal to one acre foot of dirt for each acre disturbed in the lay down azea, the Division has <br />estimated a cost of $7,611.00 for grading of the lay down area (see the attached estimating sheet for <br />bulldozer work). The cost estimated for topsoil replacement is $6,418.00 (see attached estimating sheet <br />for scraper work). <br />The cost for revegetation of the lay down area is estimated at $27,764.93, and was derived as follows. <br />The approved reclamation plan calls for focussed shrub establishment on 20 percent of the disturbed <br />area, or 2.3 acres of the lay down area disturbance. The unit cos[ for shrub establishment is <br />$6,396.07 per acre as calculated on the estimating sheet for task #21 from the Division's 6/10!99 <br />
