Box 591 <br />Somerset, Colorado 8T 434 <br />P.e: Mt Gunnison No. 1 Mine, C-80-007, Proposed Technical Revision No. 53, <br />Lower Refuse Pile Cover Study <br />Dear Mr. Conn, <br />On January 7, 1987 you and Jerry Koblitz met with me, Tom Schreiner, and Bob <br />Liddle to preliminarily discuss a proposal to study vegetation success on the <br />lower refuse pile using less thar 4 ft. of cover. Subsequently we ha•~e <br />discussed your proposal with other soils and vegetation specialists, and Jim <br />Pendleton with the Division and Jack Smith of MSHA in Denver. At ;,his time <br />our main co^cern is achievement of vegetation success using less than 4 feet <br />of cover. Therefore, to guide you during preparation and submittal of your <br />proposal we have the following comments. <br />A. General Comments <br />Material approved for placement in the pile currently includes <br />underground development waste and breaker refuse. Please be <br />advised that any future plans to dispose of wash plant fines <br />would have to be specifically anornved by the Division since <br />the chemical constituents of wash plant fines would differ <br />significantly from material currently disposed of in the pile. <br />The Division will require a reclamation bond sufficient to <br />cover the cost of stripping four (4) feet of non-toxic, <br />non-combustible cover material for the entire life-of-mine <br />waste pile. West Elk Coal Company may apply less than four <br />feet of cover only on test plots established on the waste <br />pile. Cover material sufficient to meet the four feet cover <br />requirement on the test plots must be stored in a temporary <br />storage pile during the test period. Additional bonding costs <br />for stripping topsoil on the waste pile test plots and bringing <br />in extra cover from the temporary stor~99e pile will have to he <br />included. All areas of the waste pile (exc]uding the test <br />plots) must be covered with four feet of material until it is <br />proven by test plot data that successful revegetation and <br />erosion control can be achieved with less than four feet of <br />cover. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
