Dear Mr. Stevens: As per our meeting of November 27, 1987, WFC is proposing to complete the New Elk drainage prior to run-off which will occur on or about June 1, 1988. Under the current plan WFC will begin work at pond 007A. We will work in a westerly direction from pond 007A. The West Portal Area will be scheduled last as we are considering alternatives for placement of culvert C27 and construction of the laydown area. A progress map will be posted at the New Elk Mine office. At the end of each month work completed will be shown on this map as well as a summary of percent complete. Plan changes will also be noted. We expect some changes during the construction phase. If these changes are significant, we will contact you regarding the need fora minor or techni- cal revision to our plan. We are currently reviewing alternative methods for side collection ditch construction at the New Elk waste pile. As you know we are considering using a fiber blanket product. After this evaluation is complete and we find the alternative plan is feasible, WFC will submit a revision to the Division. If alternatives are not feasible, we will comply with the current design. Pres- ently, we are planning to utilize an outside contractor to do this work. We cannot meet the abatement date of December 15, 1987, for side collec- tion ditch construction. The strike ended November 23, 1987. We request a minimum of 90 days to evaluate, scope, bid and select a contractor to begin work on the waste pile and side collection ditches. If this plan is accept- able, please advise by appropriate correspondence.
