The operator has provided <br />the information required by the hydrologic monitoring stipulation. The <br />response is, for the most part, satisfactory. Hov+ever, several minor concerns <br />have been identified. <br />The plan does not specifically include a downstream surface water <br />monitoring station on the Middle Fork of Parachute Creek. It is <br />important to have such a station downstream of the areas affected <br />by mining. If all surface flows are routed through Sediment Pond <br />No. 5, then the pond could be used as the downstream station. <br />However, the V-notch weir should be equipped with a continuous <br />recorder, and water quality should be monitored according to the <br />same constituents and at the same frequency as the other surface <br />water stations. <br />I have discussed the proposed list of water quality analyses with <br />Roy Cox. The list of constituents (surface water and alluvial <br />ground v+ater) should be modified slightly in order to better <br />monitor for the effects from dust suppressants. If magnesium <br />chloride is usedas a dust suppressant, both total and dissolved <br />magnesium should be monitored. If petroleum based products are <br />used as dust suppressants, the operator should analyze for Total <br />Organic Carbon. <br />In order to better account for the natural variations in water <br />quality, some water quality monitoring should occur more frequently <br />than the quarterly basis proposed.
