The operation is an underground <br />coal mine located near Palisade in Mesa County, Colorado. The coal to be <br />mined is Federally and privately owned and the surface to be affected is <br />Federally and privately owned. A copy of the permit is enclosed, pursuant to <br />Rule 2.07.4(2)(C).
