iiiiiiiiiiiiiiiiiii <br />999 <br />INTERNAL MEMO <br />TO: Sandy Brown <br />FROM: Jim Burne ~'"' <br />SUBJ: Marr Mi - erm/TR-19 Responses <br />] 0 Sep 1999 <br />Below are comments to Kerr's responses to the Mid-term and TR-19. 1 transferred the text to the M- <br />Drive. <br />8-l) Based on the situation described by the operator in the response and the cross-section along the <br />axis of the former pits (Pit 1, Marr Pit, 720 Pit) provided as Figure 4D, the Division concurs that a <br />single spoil well, located over the reclaimed 720 Pit, should satisfy the requirement to characterize the <br />spoil aquifer. Note that this can be accomplished effectively if the well is located to avoid the influence <br />of the Canadian Strip Mine on the groundwater regime. The Division feels that this well should be <br />installed during the 1999 field season to initiate data collection. <br />Response accepted. <br />8-2) Kerr's claim as to the consistency of wells 79-1, 79-2, 79-3 and 79-61 is acknowledged. <br />Characteristics of the aquifer as monitored in those wells, both quality and quantity, have been <br />consistent. Given the conditions, the Division would agree to cessation of monitoring of these wells for <br />the several years leading up to final bond release. Be awaze, however, that to make a finding on <br />groundwater quality and quantity for ultimate bond release, the Division will need data from the last 2 <br />years before the that final release. We concur that monitoring can be suspended in the interim but the <br />wells must be left open and kept functioning so that a final determination can be made. <br />Regarding the upstream surface monitoring stations, the Division accepts Kerr's request to suspend <br />monitoring. Be aware that this upstream monitoring is generally recommended to protect the operator. <br />If contamination occurs at or downstream of the mine, potential upstream sources can be readily <br />checked. <br />Response accepted with condition that the wells be retained for final bond release monitoring. <br />8-4).
