Burn~~ ~- ~.
'. nl~~ ~ J ~yl~py
SUBJECT: Sterling Special Review ';
~ ~~
DATE: April 22, 1988 ~~~
//` Q
°~~ ~
This memo is written with regard to the Sterling Spec
Review for gravel extraction in the vicinity of North Taft Hill
generally north of the City of Fort Collins. Due to a conflicting
meeting, I will be unable to attend the Planning Commission
meeting on Wednesday April 27th when this matter is discussed.
• It is my understanding that Sterling proposes to extend
their area of mining activities further north along the west sine
of Taft Hill Road. It is also my understanding that property
owners along the east side of Taft Hill Road have complained
due to the potential for lowering the water table due to
dewatering operations at the mining site.
After reviewing a study on the matter prepared by Resource
Consultants, Inc. I wish to comment on this proposal.
1. Generally, I feel that the potential for water table
damage due to the mining is real. The extent of the
damage, however is hard to tell.
2. The Resource Consultants report suggests the use of
grout curtains or chemical injection cutoffs. Whilf:
this is feasible, it is probably expensive, the
extent of the mitigation effect seems uncertain, anti
cannot be guaranteed.
3. If the Commissioners wish to require mitigation of
damages to the water table, I would suggest that thins
could best be accomplished through the application o1:
supplemental water on the surface by gravity flow to
the site. If the wells are being used for domestic
water supply, I would recommend that the alternative
• of tapping into district water lines be researched.
' I hope this information is helpful. Thank you for the
opportunity to comment.
RAB / j W BOARD OF COUNTY COMMISSIONERS
Countyn W. HolrhNia C.
