Johnson <br />Colorado Yampa Coal Company <br />29588 Routt county Road No. 27 <br />Oak Creek, Colorado 80467 <br />RE: Minor Revision 88-30 - Underground Storage Tank Disposal, C-81-071 <br />Dear Mr. Johnson: <br />We have received the above-referenced minor revision application and our <br />adequacy concerns are outlined in this letter. Please provide your response <br />prior to the September 11, 1988 decision deadline. <br />Disposal of thoroughly cleaned and crushed underground storage tanks into the <br />mine pit(s) would not be inconsistent with the currently approved non-coal <br />waste disposal plan for Permit No. C-81-071, or the Rules and Regulations. It <br />is essential, however, that Colorado Yampa Coal Company does not introduce any <br />petroleum products, liquids or sludge materials into the local ground or <br />surface water system, thereby incurring any potential liability under the <br />applicable hazardous waste disposal laws. Please verify that the following <br />measures will be implemented prior to any disposa] of an underground storage <br />tank at the Eckman Park, Mine 1, Mine 2 complex: <br />1.) All petroleum, sludge, and liquid materials must be removed from the tank <br />prior to crushing. Disposal of these materials with the tank may constitute <br />illegal disposal of hazardous waste, as defined by EP toxicity and material <br />ignitability standards. Please explain, in detail, the methods which will be <br />used to ensure that all sludge and liquid materials are removed from the tank, <br />properly contained and then disposed. <br />2.) Verify that any spills or leaks detected during the tank removal process <br />will be reported to this Division and to the Colorado Department of Health. <br />3.) We strongly recommend that the operator abide by the procedures outlined <br />by the American Petroleum Institute (API) Guidelines (#1604) for the <br />decontamination and disposal of underground storage tanks. These can be <br />obtained from the API; the phone number is (202) 683-8375. Please verify that <br />these procedures will be followed. <br />4.)
