There are many unresolved issues and unanswered <br />questions. With issues raised. is your adequacy letter of Sept. 24, 1999 <br />still nna.,cwered, how can the public be expected to comment? Water <br />issues are of great concern and PR #3 is lacking in any details as to <br />protection. We .wind like to incorporate WSERC's comments into our <br />letter and add a comment on the sediment pond. We don't think BRL's <br />plan guarantees zero contamination of the North Fork and surrounding <br />area as stated. For example, ~~ the pond could only be of help. <br />Another concern was lack of contingencies for ca~nveyor failure, clean up <br />plans, specifications of conveyor equipment that: would insure no <br />increase in noise levels for nearby residents. For example, BRL's new fan <br />is audible to residents of Garvin Mesa. <br />In summary, PR #3 as written is too vague to comment. It provides us <br />no assurances of any protection for our water, air, scenic byways, and <br />our neighborhoods.
