~ neco ecH <br />- ~ October 15, 1986 <br /> <br /> <br />OCT 171986 <br />z, l,F:~:d!l~S~'~ <br />.. ~ rii3G.,,...: <br />J <br />~~ d c <br />Colorado Mined Land Reclamation Division 100-002 <br />ATTN: Mr. Jeffrey Deckler <br />423 Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />SUBJECT: Sun Coal Company's Proposed Permanent Rill and Gully Plan <br />Dear Jeff; <br />Prior to submitting a formal technical revision (TR) pursuant to CMLRD <br />regulations, Sun Coal Company requests your review of the following draft <br />TR. <br />PEFa7ANENT RILLS APID GULLIES -Proposed Technical Revision <br />Sun Coal Comr~any believes a pe*+~*+P„t rill and gully should be permitted <br />below the outfall from the existing explosive sediment trap and below the <br />outfall fxcnn the haul road culverts, as noted on Man 21. <br />The rills and gullies at the outfall fran the explosive storage sedimenta- <br />tion pond are forming due to drainage above the structure being routed <br />from the natural drainage basin into anoff-stream storage area. Since <br />the drainage has been diverted, Sun Coal Company believes a natural drain- <br />a~e channel should be allowed to establish in order to convey excess water <br />from the structure back into the natural drainage channel. <br />If excessive erosion extends out of the established drainage channel, Sun <br />Coal Company will adopt appropriate mitigation measures to repair the <br />eroded areas. <br />In addition, natural rills and bullies have and will continue to form <br />below each road culvert structure in a m~n.,Pr similar to that which <br />occurred prior to mining activities. Sun Coal Company has installed <br />culverts, embanlanent drains, sediment traps and riprap.
