Walther
Executive D~renor
Michael B. Long
Division Director
Rick - I am reviewing TR-39. The Division received a phone call on 1!21!00 from
Bob Leachman of the Grand Junction office of the U.S. Fish and Wildlife Service
(USFW). He asked if Pond H has previously been reviewed for possible depletion
to the upper Colorado River watershed (the Windy Gap process).
I reseazched the permit and the Division's files and found nothing indicating such a
review has been done so I called Mr. Leachman back to let him know. He said that
if it is determined that Pond H causes depletion to the watershed, then the Division
should contact OSM so that OSM can consult U5FW for the purpose of
determining if Pond H's depletion threatens federally listed fish species.
The Division estimates the evaporative loss from Pond H causes annual depletion
of 1.8 acre-feet, calculated as:
(0.9 acre pond surface azea) X (2.0 feet of evaporation per year) = 1.8 acre-feet
Based on this estimate, the Division will notify OSM, so that OSM may consult
USFW. Please either let me know if you concur with the 1.8 acre-foot estimate, or
submit a different estimate.
