Once approved, TCC will complete topsoil salvage operations for the entire footprint of <br />the refuse pile, install the remaining tce and outlet drains, and install a stoker plant. All of the <br />activities described for the refuse pile were previously permitted except that the schedule for those <br />activities has changed due to running the plant through the winter months. Also, the access road <br />will require a suite of 4 18" culverts in order to safely pass the 100-year 24-hour event through <br />ditch RDA-2. The stoker plant is a trailer mounted unit with conveyors for separating the different <br />coal size fragments generated from the plant. The sizing is accomplished by a triple deck screen <br />and crusher. The unit will be placed ~ti~thin the R-O-M stockpile footprint. No new additional <br />surface disturbance is anticipated from beginning the plant on site. <br />The bond has bcen modified to reflect the change th topsoil salvaging and cover material ca~traction <br />and stockpiling. The bond reflects the worst case for all of the topsoil removed and all of the wver <br />material excavated from the site. TCC does not anticipate that this will occur but is bonding for <br />the worst case.
