The application was also reviewed by the Minerals <br />Management Service and the U.S. Forest Service. <br />The application for exploration drill holes is approved and the permit is <br />conditionally revised with the following stipulations, which are listed by <br />Federal agency. <br />OSM <br />1. A 100% cultural resource inventory of the areas to be disturbed must be <br />conducted prior to any disturbance of those areas not previously invento- <br />ried. <br />2. A provision in the application must be included for mulching the 3.14 <br />acres of area to be reclaimed at a rate of 2,000 pounds of straw per acre, <br />and crimping it into the soil in the event that there is insufficient <br />slash material to provide adequate surface erosion control and soil mois- <br />ture retention. <br />3. The applicant must inspect the reclaimed area in June and September of <br />each ass<s: <br />year during the bond liability period to access the effects of graz- <br />ing on the new vegetation and make a record of the findings of the inspec- <br />tion which will be kept at the mine for review. <br />Minerals Management Service <br />1. Drill hole data and an abandonment report must he submitted to the Dis- <br />trict Mining Supervisor within 30 days after the Calendar year. Enclosed <br />is a copy of the requirements for submission of drilling and abandonment <br />information. <br />2. A11 drill holes must be plugged, at a minimum, in accordance faith the re- <br />quirements shown on the enclosed illustration. <br />3. All drill fluid, foam, cuttings, and water must he contained on the drill <br />site. Pits should be of adequate size to contain all fluid. (Also see <br />Forest Service stipulation no. 5) <br />4. Operations will not be allowed under muddy or wet conditions. <br />11. Violations of these stipulations are grounds for "shutting down" and any <br />or all operations permitted under this portion of the permit. "Shut down" <br />notices wil] be given in writing by the District Ranger or his representa- <br />tive. <br />12. If sufficient water is discovered, AR CO and the District Ranger will work <br />together to determine and implement methods of making this water available <br />to cattle and wildlife. <br />
