Lamm
Governor
July 14, 1983
Mr: Vance Mills
Trinidad Basin Mining, Inc.
P.O. Box 783
Trinidad, Colorado 81082
Re: Adequacy Review of TR No. 3 (Sedimentation Pond No. 2 at Ludlow,
Load-out)
Dear Mr. Mills:
The Dtvlston has identified the following concerns during the adequacy
review of the above referenced technical revision.
9. The Division needs to have a map of the Ludlow load-out area with
sufficient topographic definition to allow analysts of drainage and
design elevations, throughout the load-out area. The Dlviston would
suggest a contour Interval not to exceed five feet. This map should show
all surface facilities and structures and be certified.
2. In the text of the TR the operator should commit to providing the
Dlviston with a "built as designed" certification within 60 days of
completion of the sediment pond.
3. The Division feels that the use of a curve number value of 60 is
inappropriate given the site conditions at the Ludlow load-out. The
Division requests that a curve number value of 90 be used and that
corresponding charges 1n the design calculations be made.
The Dtvlston will continue reviewing the technical revision, and w111
contact you 1f other concerns are identified.
If you have any questions please feel free to call.
Sincerely,
~~~ ~--
Mtchael S.
