CES and its members may be affected or <br />aggrieved by the action of the Mined Land Reclamation Board in <br />that the proposed modification to Permit No. M-88-112 will have <br />deleterious effects on the environment, including but not limited <br />to the ground and surface water systems in the area to r+hich <br />members of CES own interests in water rights. See the letters of <br />Joseph Gallegos and Charles Jacquez, incorporated herein, which <br />more specifically set forth the effects of the proposed <br />modification. Furthermore, the changes contained in the proposed <br />amendment will increase erosion, air polution, and water <br />pollution.
