From letters and phone conversations
with you and Ann Baldrige it is apparent to the Division that construction of the INCO SOZ
detoxification system is complete. You stated that on October 15th and various times since, you
have tested the water and electrical circuits and have discovered minor problems with leaks and
electrical malfunctions. The Division realizes that these kinds of problems are to be expected with
the start up of large complex systems. The Division appreciates your efforts in trying to reach your
goal of an October 15th start up.
On October 15, 1992, I gave Ken Kluksdahl permission by phone to continue the use of hydrogen
peroxide. I have been assured by you that the INCO system should be on line by November 15,
1992. The Division gives its permission for Battle Mountain Gold to continue the use of H,O, under
technical revision no. 007 until the INCO system is on line or until November 15, whidhever comes
first.
Sincerely,
i
Larry D.
