Paul Panther
22174 Highway 550
Montrose, Colorado 81401
February 15, 2007
Division of Reclamation
Mining & Safety
1313 Sherman Street, Room 215
Denver, Colorado 80203
Reference: Proposed Mining Permit Amendment
Permit #M-1994-005 ~/
United Companies Colona Facility
Colona, Colorado
To whom it may concern,
e~~EE 2 0 7.OD7
//7 ~/~Z

i~'.-•
Division o~ ,~_ ....,asiion,
~~iin:nq ant Sar~;.y
I am the adjacent property owner to the west of the existing open pit mine operated by
United Companies. I bought the property in 1998 with knowledge of United Companies
mining operations. I was also told at that time that once the mine was excavated to the
permitted vertical depth, (which I assume is ground water level), the slopes would be day
lighted (re-graded) and the property would be rendered to wildlife habitat and dry
rangeland. This comment is re-iterated in the recent PUBLIC NOTICE from United
Companies dated January 23, 2007 I received regarding the amendment. It seems if the
permit amendment is allowed, mining operations will once again commence and continue
until a new projected completion of operations date in 2016, which may or may not be
the real completion. Possibly then another amendment is requested & approved?
The value of my property has been, and will continue to be, negatively affected if the
amendment is granted. I, (and I believe along with my fellow land owners), thought we
were getting very close to mining operations being completed and the augmentation plan
being put into place. I know I purchased this property knowing the investment would be
adversely affected until mining operations were finished and I accepted that risk based on
the mining plan as explained to me by United personnel on site. Now some nine years
would be added?
v
With that said, I must respectfully request the State deny the amendment, mining
operations be concluded, and the augmentation plan Tie put into place.
Sincerely,
~~e~
Paul A.
