Walther <br />t// Executive Director <br />RE: Discussion with Anne Beierle, Environmental Coordinator for Ronald w. canany <br />the Climax Molybdenum Company, Henderson Mine and Mi[Z Acting Division Director <br />Henderson will submit an amendment application to address the following issues: <br />Incorporation of a new tree and shrub planting plan. Working with the Colorado Division of Forestry, <br />Henderson has been developing a forest management plan for the mill property over the past several years. <br />There has been substantial beetle kill on the public land surrounding Henderson property, and Henderson <br />has done considerable logging in an effort to prevent beetles from entering their-land. There has also been a <br />logging program underway in the tailing basin to facilitate topsoil salvage in advance of the rising pond <br />elevation. With the information Henderson has collected, and the advice they have received, they believe <br />that they can present acost-effective plan that will fit with the selected post mining land use of rangeland. <br />Henderson will not request elimination of tree and shmb planting requirements. <br />Change in the post mining land use for the Henderson Mine to industriaUcommercial. I provided documents <br />to Ms. Beierle describing the type of information that would be required to allow approval of <br />industria]/commercial land use allowing certain of the mine buildings and facilities to remain in the post <br />mining landscape. <br />Change in the post mining land use on portions of [he tailing basin to allow for the development of wetlands <br />and free water ponds as a component of the reclamation plan. Although Henderson intends to request this <br />change in the pending amendment, the plan provided would of necessity be conceptual, with the detailed <br />design of wetlands and ponds to be provided as a subsequent technical revision. Until the detailed plans aze <br />submitted and approved, the wetlands and ponds will be considered an alternate conditionally approved plan <br />for the purpose of bonding, and the amount of bond will continue to be based upon the dry reclamation <br />currently approved. <br />In addition to the discussion of the pending amendment submittal, the technical revision TR-12 currently under <br />consideration was also discussed. I provided Ms. Beierle with the following fertilization recommendation for <br />incorporation into TR-12 if Henderson so chooses: <br />Actual fertilization at the time of reclamation to be based on the results of soil tests. The assumption for <br />the purpose of bonding will be 1000 pounds per acre 18-46-0 over the entire acreage to be seeded, then <br />two subsequent applications over 50 percent of the acreage using 18-46-0 at 500 pounds per acre. <br />Further, I explained that the fertilization procedures upon which the Division's 2002 reclamation cost estimate <br />were based could be found in Exhibit L to amendment AM-Ol (AKA the 1980 amendment). <br />cc: Carl Mount, DMG (via electronic transmission) <br />Erica Crosby, DMG (via electronic transmission) <br />r4My DocumentsU-lenderson MTF.doc <br />
